2002 2500 5. 9 5spd 130k miles, new VP44 @ 65k miles. Driving today as normal when all of a sudden I had now power. I had lost of black smoke and no turbo boost. Acted like the exhaust brake was on, but visually confirmed it was not. No CEL, codes are P0500, P1694 and P1693. I was able to limp a few miles back home by basically idling in each gear. EGTs ran 1200-1300 just easing back home with almost no throttle input. Did my turbo seize? Diagnostic ideas?
 
Also, pull off the intake boot so you have access to the turbo, and spin the turbo by hand. It should spin freely. There's more to check, but try that first.

Unless the turbine wheel came off (seen that 3 times now - but not on a Holset). Gotta check both ends.

Check the lower boots for cuts where they sit next to the fender/wheel well.

Check the air cleaner/intake for obstruction.

You may need to verify the exhaust brake. Mine came off the shaft. Looked open from the outside, but upon closer inspection when I removed it, the butterfly plate came off the shaft.

If all this is good, then time to pull the valve cover and check your valves.

You stated new VP. Something drop into the intake manifold during replacement?

Thanks for the suggestions! There was no noise when it happened. The first symptom was reduced power. I did give a quick look to the intercooler boots and didn't see anything obvious. I'll have to tear into it a bit more when I get back in town. The other item is along with no boost on the gauge, I don't hear any turbo whine.
 
Fire it up with the intake boot off the turbo. If you lost your exhaust turbine, the intake turbine won't spin at all.
 
Problem solved!

Turns out the exhaust brake was sticking closed. This was caused by a stuck spool valve for the brake. Disassembly and cleaning solved that. Everything is back to normal.
