Clicking noise on driver side front wheel

I've got a 2012 3500 dually I bought used and doesn't have a manual. From about 5mph up I have a clicking noise in the driver side steer wheel. I've had bearings checked tire off and spin the wheel etc. Don't see any metal to metal wear. Brake pads have plenty on them. Can't find the problem. Any suggestions?

If you have the wheel skins, I've seen them as a source.

If it is 4 wheel drive, jack that wheel off the ground and turn it while a helper turns wheels lock to lock. If it binds up it needs u-joints replaced!
