The $75 is for MoPar part # 68061633AA which is the whole filter, element and sensor plus shipping, the sensor electrodes do not look like they are replaceable. If I replace the the whole thing I'd order the Fleet Guard model which is the same filter with element for less money.
With the sensor unplugged the WIF comes on steady. Anyone think doing a sensor continuity check would tell me the sensor is bad, that is if I could access the contacts in the female plug end without removing the filter.

Apparently the sensor has a resistor in it so the ECM knows it's present or not open with a broken wire, etc. To check it you would need to know what that value is and I can't find it in the FMM or anyplace on-line.
My guess is it has a wire wound resistor in it which has a failure mode of soft-shorting. I would just swap out the sensor for $8.95 but you might check the resistance across the plug and let us know what it reads (and what the bad one reads too). It might be helpful for the next guy who has this problem and finds this thread.

Just got done dropping the fuel filter and inspecting interior of canister, it was clean as was the fuel, flush it out with clean diesel fuel and did a continuity reading on the sensor, no "0" continuity. The sensor may screw out of the canister it has part # 391194000 on it, I did not try to unscrew it as I had no replacement.
The $8.95 sensor is for 00 to 07 models and has a different part #, it does look exactly like the senor I have.
Genos doesn't list it as a replacement part, Looking with no luck for the FleetGuard sensor # 391194000 it may be a non-replacable part.

A Fleetguard part....

FG 3911940S Water In Fuel Sensor

Between $10.50 and $12.00 for this item.

Daimler has (5) on hand at the Memphis PDC, but I'm sure that Cummins will have some at the factory if your local dealer does not. So either Cummins or a truck dealer.

Well I have to admit I was wrong about the sensor being a non-removable part of the canister. Cummins Filter Water Sensor part# 391194000 is screwed into the base of the filter housing. I just ordered one on Ebay for $7.84 with free shipping. I will install this next week when it arrives and see if that fixes the problem. Thanks mwilson, AH64ID, and Prairie Dog for the info and help. Has anyone change out this part ? it is threaded with what looks like a seating area under the hex area. They don't include an "o" ring with the sensor so I hope there is one in a recess in the base of the canister that reusable. I'll see if I can find a exploded view print of the filter and sensor.

I replaced the WIF sensor today and that cured the problem. there is resistance built into the new sensor tips, I measured using the 200 scale on my Omh's meter values of 02.0 and 01.9 thru the contact tips, the failed sensor had no resistance. The new sensor came without an "O" ring at the base of the threads so I carefully removed the old one and lubed it prior to assemble. Thanks again to everyone for the help solving this problem.
