Front fuel filter primer plunger

Was communicating with a friend who used to have a 2nd gen. He said it had a primer plunger on the front fuel filter. Actually I don't think he had a chassis fuel filter, but I might be mistaken. He said he used to stick a half broom stick up there to pump fuel into the filter after a filter change. Does a primer plunger exist on 4th gen front fuel filters? I've just been cranking my engine to prime the front filter.
 
Mine doesn't have one so my assumption is "no", but why would you want to use one when you can do it with key "bumps" like the factory tells you to?

1994-1998 Cummins 12-valve engines with a mechanical lift pump were equipped with a hand operated primer as an aid to remove air from the fuel system. It's actually located on the lift pump and not on the fuel filter assembly. Yes, one could use a shirt stick or broom handle as an extension to reach the plunger. It appears on my 2013 there is a belt-driven fuel pump???????
 
No belt driven fuel pump. The injection pump is gear driven and your supply pump is an electric in the fuel tank
 
What is the belt driven accessory on the drivers side that has a tube from the bottom of the front fuel filter going to it and another tube from it to the manifold area?
