Cheapest place I know of is FleaBay.... I've bought several replacements there, and even some nice unmarked ones that look nice. After that maybe LMC Truck or the dealership.... Anybody else got any suggestions?
Several years ago a piece of road tire hopped up and knocked one off the rear of my '03. I've checked with several dealers, and the retail price is about $120, but they will be nice and sell me one for "wholesale" at $80. I've occasionally tried salvage yards, but all the ones I see there have been scratched up. For price, I'd say a salvage yard that has a lot of Dodge trucks would be the best, but for convenience it would probably be eBay. Just make sure you know the condition of anything you buy overused the Internet.
That means you are pretty much down to salvage yards, flea markets or your local neighborhood hoodlum. I've gotten good stuff at flea markets, but you either have to be lucky in being there at the right time or attend them regularly.
I've got four of them from a 2005, but would only sell two of them along with the two rims that they go with. I want to keep two of them just in case I lose one or two in the future.
I have purchased caps off of eBay and had no problems. You just need to check back every so often because availability changes frequently. eBay isn't what it used to be, but I still find good prices for good stuff all the time.
