18,000 would be if you are towing a travel trailer (bumper pull or class V hitch). The 2500 is not designed to hold more than 2500- 2700 bs in the bed. If you are 12,000 lbs loaded, you are probably pushing the limits of your rear axle, springs, tires.
It might not ride very well under these conditions.

20% of 12,000 lbs is 2400 lbs. A fifth wheel puts about 20% of the weight in the bed. Sometimes as much as 25% which would tilt you up to 3000 lbs in the bed. Todays fifth wheel manufacturers tend to try to put more weight on the truck.
 
I tow heavy almost every day, typically double or more the specifiwd limits on both my 2500 and my 3500...no problems, I squat a bit more on the 2500 and get flashed by on comming cars as it looks like high beams. I wouldn't give this another thought until your in the 20k or more range.
 
The gmc suspension rattled my teef out until I put on a couple thousand pounds. It tool about 750 pounds to get the truck to rest on the timbrens and then it road like a limo. I'm going to put a set on the ram 2500 to help hold the truck level... Im not a fan of air bags....
