Governor on 2016 4500?

My son is considering purchasing a 2016 4500 with the 6.7 engine & Aisin 6-speed (?) automatic. He has been told that these trucks are governed to 87 mph maximum. Is this true and, if so, can the governor be adjusted/defeated/deleted?

The limit was chosen to match the tires speed rating.

In europe it is even lower.I reprogrammed a fleet of Motorhome conversions to be legal at 65 mph.
