Just a guess, but you probably need one of these. Maybe two. I always carry one as a spare ever since having to lift the hood and push the lever up at the Canadian border check point.

Your thinking the relay is bad because the solenoid stays up when manually lifted and ignition on? That would save me some money because I figured it was the solenoid..

I'm considering making a manual pull cable. Its hard to believe no one makes a fss delete kit. What would be nice is if you had to activate it to start also to prevent theft instead of only the pull kill.

There are easier ways to do a theft prevention. Yes, I believe all you need is a new relay.
 
I had a relay going south in my 97, if I pulled up the solenoid it ran fine. Replace the relay, it's cheap.
 
How do you get the relay out of the holder after you unplugged it?

No it wasn't the relay.

Even though I never got the old relay out of the holder, the new relay didn't help. Still requires pulling the solenoid up manually.

I think there are two circuits for the solenoid. One holds it in the run position and one pulls it up. It seems like the one that pulls it up is attached to the battery cable and can be corroded at the connection and/or part way up the wire. I can't remember if it is red or blue.
 
My bobcat diesels have a 2 coil solenoid. One coil pulls open the fuel valve and the other holds it. I had to replace the one on the skid steer last year. The first coil failed. Later last year the time delay relay that ran the first coil failed too..almost 20 years old.
Now, sometimes, when I turn the key on the excavator, the coil doesn’t pull open the fuel valve. It is a year newer than the skid steer.

I found a good method for trouble shooting..

Separate the 3 pin connector for the fuel solenoid. You will see 3 wires on the solenoid side. Black= ground Red= hold and White= pull. Find the corresponding sockets on the truck side connector. Turn the key to on and test for voltage at the socket for the red wire. You should have battery voltage. This circuit holds the solenoid on and is powered by fuse #9.

Now have a helper turn the key to start. Test for voltage at the socket for the white wire. You should have voltage each time the key is held to start. This circuit pulls the solenoid on and should be powered only when you turn the key to start.

You can test the solenoid itself with 3 jumper wires. Connect one wire to the black ground pin and to a good ground. Connect another wire to the red hold pin and to battery positive. Connect a good thick 10ga. wire to the white pull pin.

Now very briefly touch the thick wire to battery positive. Do not touch for a long period as you are dealing with a high amperage draw. The solenoid should pull on. When you remove the wire from the battery terminal the solenoid should stay on being held on by the current thru the red pin.

If it does not work this way you have a problem in the solenoid.

I wish the description explained how to jumper the solenoid at the plug where the relay plugs in.

It explains how to power and test the solenoid which I did and it checked out.. Then I found the broken blue wire that was supposed to be powered.. A little solder, reinstalled the old relay, and I'm back in business.
