F700 with 12v wont start

Well the CP3 itself doesn't feed a huge amount of fuel into the Rail, it makes incredible high pressure but low volume.
If you had some coming out the #1 Line then there it still some flow from the Pump.

Hopefully someone chime in with more knowledge about that.
 
Called my dad's buddy from local dealership he's not a mechanic anymore and getting old. He asked one of his guys that has been there 18 years he said he replaced one since he has worked there which doesn't tell me anything. I have checked all over about this FCA some say it's a common problem. I figure it's the only thing between the lift pump and the CP3 pump output so I'd rather through $100 at it. I have used 4 scanners on it so far and the last one was suppose to show live feed but didn't. So my figuring here is this, if I pulled the feed line to the rail and ran a hose from the back of the pump to an empty bottle and got nothing either the pump shaft is broken or the FCA is not allowing fuel to flow through the pump. I'll update later, I will see if I can move this from the 911 post.

The only way to truly diagnose this, is by checking the actual rail pressure by looking at the data parameter. Anything else is just flinging a hatchet at the barn. Get that guy at the dealership to plug in for you. They probably have a old DRB III (outdated factory scan tool that’ll work) with a layer of dust on it somewhere.
 
There are two lines coming off the pump. One is return to the tank and the other is rail pressure line. You should have a fair amount of return off the return line, very small volume off the rail line. As Ozy said, high pressure, low volume to the rail. Since you can't see the rail pressure here is one last thing you could try. See if you can get it to fire and run off of propane. It's easier on it that starting fluid but you still have to be careful. If you can get it to fire or at least spin over faster you are better able to confirm rail volume.
Also stupid question, but are you sure it's fuel??? Did you just happen to fill the tank?
Your best bet is have the dealer use the DRBIII to confirm rail pressure. It would more than likely be less expensive that throwing a part or two at it.
 
Sag, I’ve never seen anyone try and get a kick with propane, and I’m not a fan of ether/ starting fluid either. Will propane lock up an engine like ether could?
 
See if you can get it to fire and run off of propane. It's easier on it that starting fluid but you still have to be careful.

If you choose to use propane or starting fluid as a starting aid, be absolutely sure that the grid heaters are disabled!

When my dad drove a truck way back when they used propane as starting aid. As mentioned you still need to be careful but it is far less harmful than starting fluid. It's a little harder to regulate as you need a fairly good volume to run 5.9 or 6.7 liters.

Years ago I operated a Lorain 275 with a 6bt. It had a factory installed cold weather package that included a propane tank mounted on the back of the cab. It was used as supplemental heat for the cab as well as a cold start aid for the engine. This was before grid heaters were used on off road equipment.
