An ev would be ideal for 95% of my driving. I have a 28 mile round trip work commute and most of my other trips are 50 miles or less. I could even charge at work so my company pays for it. However, the ev would have to be in addition to one of my current vehicles, not a replacement for one of them.
Something is not right. Both of the VP44 trucks I owned started immediately in 15-20 degree temps. I suggest going to blue chip diesel and following their troubleshooting guide.

On a 24 valve, don’t fool with injectors unless you are after big power. Just add a tuner of your choice. Easiest and most substantial power gain available. Make sure you are able to maintain fuel pressure under load with the increased fueling.
I like to have a scan tool handy. Your smarty should be good enough. I have an older snap on solus at my shop, but carry a cheap hand held actron from the parts store just for convenience. My 03 likes to pop up a few random codes in cold weather, but nothing worth fooling with.
IF a G56 clutch has been converted to a solid flywheel, the hydraulics will probably be unique to that setup. Not a big deal until you have to replace them. Just one thing to know or try to find out in advance. I wouldn’t want to be the shop trying to figure out why a clutch won’t work right...
A friend of mine had a XD with the Cummins. According to him it had severe electrical problems and the dealer techs didn’t know how to work on it. Ended up having the engine replaced under warranty and then traded it in on something different.

My local hydraulic shop carries a good selection of hose (not just hydraulic).

Gates makes a hose rated for diesel that should be readily available at most auto parts chains.

Mine isn’t quite as fancy looking, but I certainly understand about the difficulty of getting food anywhere that’s better than home. Of course, it IS nice to just sit down and relax with no prep or cleanup to worry about.
Evaporator could be stopped up. On the 03-07 3rd gens, you can pull the blower motor and get minimal access to see how much dirt/trash is stuck to the evaporator. I’m not sure you can really get it clean without removal.
As stated above, freeze up is a common problem associated with low freon...
