That action is something that seems to be a trademark about the cummins. A factory thermostat helps it the most, but it never really cures it... I don't like it myself and I have 5 of them, and they all do it.

Hey fellas, I have a 1996 2500 4x4 and it came out of florida. I live in ohio and this winter the thing wouldn't put out hardly any heat. The blower works fine but the air is just barely warm. The motor itself doesn't heat up too well either, I've replaced the thermostat with a factory one too...

Be sure to check the block. The 98s can have what is called a "53" block. It was a new design that can crack, especially one that has been modified. There will be a large "53" stamped in the block. I'm pretty sure it is on the front drivers side but check both sides to be sure. If there is no...
