I read the reasoning as this. The cab and chassis trucks are sold as workhorses only, and the "commercial" market may not care so much about advertised hp/tq like the private owners do. Also, they speculate that, as the truck will be sold as a workhorse only, it will see a higher "duty" cycle...

I have this theory about tuners/programmers, and their effect on mpg. I believe that they fool the in cab mpg display to tell you that you are getting better mpg, when in fact that isn't the case. I have spoken to numerous people, and read numerous posts on internet forums (this one and others)...
