you dont have to change it but it needs to be serviced. From what i understand, the isolators are filled with glycol. This needs to be changed on a regular basis (I do not know what the interval is) When you do change it you also need to bleed air from the isolator.

Do you draw your fuel out of the tank via a suction tube or a draw straw or the stock sending unit?? If it is a draw straw then you might have experianced the 1/4 tank issue. When the suction tube is drawing air because the fuel is so low that it sloshes to the other side of the tank.
