What about condition of radiator. Most common cause of what you are describing that I see is dirt blocking air flow across the radiator. You may have to remove it to get good access to clean it.
I just got through a situation on a semi truck that was deleted that may give you something to consider. Customer had truck at dealer a few weeks ago for possible electrical issues. They worked on it right up until they figured out it was deleted and then pulled it out and told him to get it off...
A couple free things to check and will probably improve your ac when it does work would be to make sure the drain for the evaporator is not plugged and remove the blower and look in at the evaporator to see how dirty it is. It makes a mess but you can flush them out with a water hose and nozzle...
Have you verified good air flow across your radiator? Maybe a coincidence after the water pump failure but I would check for dirt on the radiator or try flushing water through the fins and see if it is dirty.
