That broke at the frame because when the mount was moved the nitwits welded it to the frame where the 2 holes act as weak spots. Take it to a local fabricator and have a plate made (and welded in) that will go between the frame and panhard bar mount covering the crack AND both of those holes...
did you read the thread? He found the problem it was bad ground. AD will warranty a bad pump IF the warranty card was sent in. (assuming the pump is bad and it is not a wiring issue as this was).

Just a little FYI if that doesn't work out, 70 cm/27.5" is (+/-) a quarter wavelength in US FM band 88 to 108 . so unless you want an extremely long antenna this is the optimal size for descent reception.

$10k on fuel filters in 250k miles? even if you changed the fuel filter every 1k miles that's only 250 filters @$30 a piece (pulled out of a receipt box) that's still "only" $7500. And I don't know anyone...
