That sounds just like what mine is doing... Let me know how the new pump works for ya. . This morning it was around 7* here and it did just as you said. . I started the truck and idled at like 7psi and tapped the gas to say 1500rpms and the fuel pressure went to 0psi. . and slowly came back up...
