If it's leaking down that sounds like the actuator diaphragm has a hole in it. Can you hear air coming out around the shaft, if so you need a new actuator.

The grommet thing is for ind and ag apps that have a different valve cover, they use a grommet instead of an oring that also takes a different bolt. The New Holland Vented valve covers I'm using use grommets.
