All the Electronic wastegate is, is a valve that opens and closes to feed air to a mechanical wastegate that has been used on these turbos for a while. So if we get a turbo that just has a regular mechanical wastegate boost can be controlled by it. On the 600's if you chip them and the ECM gets false boost readings the ecm will not send a signal to the actuator basically leaving it closed and boost can skyrocket. The actuator is used mainly on full or close to full stock boost #'s, it stays closed down low for faster spool up for cleaner emmisions, then opens to limit boost to stay in the turbos efficiency range.
