06 Heater grids?

I was just looking at some pics of 06 engine compartments and I noticed something that defies explanation in my mind. The grid heaters are present, but dont look like they're hooked up anymore. There are no wires going to the 2 terminals on the heater unit. Are all the 06/07 engines like that?

The shop manual says something about conductive gaskets being used for installation of the grid heater, and that they need to be used for proper grounding. There is no external grounding done according to the shop manual.
