06 ram 2500 5.9 cummins wont start

My cummings only starts if you open the fuel filter and then reclose it.. i have replaced the fca and the prv.. i have had all the lines cleaned and tested for leaks and nothing. Scratching my head here.
Any ideas?? Thanks

When i crank it before opening the fuel filter and resealing it the line pressure wont go past 1400 psi but once i do open the filter housing and reseal it prime the system it takes around 10 to 15 secs but it fires up with around 6500 to 7000 psi.

uh no i only have a scan tool that does line pressure while running the truck.

try patting the gas to set the choke on that cummings
