After alot of checking and reading I decided what the heck and bought a new lift (transfer)pump from a Cummins dealer.
First of all I have to say the customer service and the info I got was worth the drive.
The new pump has 15+ at idle and a rap of the go pedal causes no movement. At 60 mph in third gear lockup, still have 11 psi. WFO never got below 9 psi. I know this pump is putting out more because I discovered a leak at my pressure sensor that was NOT there before and the power seems to be back where it was before.
Now for the old pump.
The rotor or impeller was off center in the round chamber it is located in and after removing the impeller, the motor shaft was also off center to the point of touching the side of the opening it comes through. There is a new part # based on your engine #. BTW, my truck was built Jan 2000.
Now, the pressures I get are off from the book and I'm not the only one getting these pressures and maybe the book (FSM) was written based on a bad batch of pumps so maybe the numbers need to be revised.
I NEED A 20-25 # FUEL PRESSURE GAUGE
Also, the cummings service manager said he could reflash (read adjust) my ECM to get around 50hp more for less than $2. 00 per HP but it would void my warranty to which I replied "whats your point" (I have 10K now and refuse warranty).
I don't think the dealer would have replaced my pump because it showed pressure but was surely not right so I being my own warranty station took action.
Sorry this is sooo looong but I found someone that would talk straight to me and was willing to spend the time it took and their prices on filters and the pump were very good by what I have heard on this board. Pump 129. 00 US and this Cummins dealer gives Good Sam discounts above the case price on filters.
Tom

TVKilgore,
Did you get the reflash and did it work. If you did not but plan on haveing it done do some zero to sixty runs to get before and after numbers of performance. I would be interested to find out if it really does what they say.

No flash yet. Cummins has a chart of what the dodge part of the ECM controls and what the Big "C" part controls. The power evidently comes from the Cummins part. I was told they would adjust the ECM to the limits of my transmission so I have to get my Bill K. stuff first. That will give me time to get a good base line. I got the feeling that Cummins could get close to 300 HP. We'll see. These guys were great to talk to. Stay tuned! Tom

Tom,
Kind of academic at this point, but my truck was also built in 1/00 and it fell under the TSB SA00-01 that called for the lift pump on about 9000 trucks to be replaced. If your interested, go to Dave Fritz's site to check if your truck falls into this group. The thing that s*cks about having the work done on my truck is they had one in stock and it had the same AA at the end of the part # as the one that was replaced. I believe the new suffix is AC from reading other posts.
BTW what was the part # on the pump you got from Cummins?
Tom

tmacc, the Cummins # is 3938367. The parts guy told me this is the new #. This of course is based on my engine #

In the FWIW column, I asked him about the NAPA fuel filter #3585 ~$8. 67 that has Stratophor (sp) on it. He said if it has that stamped on it, it is made by fleetguard for them and is OK to use. So for the guys having trouble getting the fleetguard try NAPA.

Saturday afternoon went to son's horseshow about 50 miles each way mostly I-10
75mph, 2K rpm, 14psi fuel, 13psi boost. My EGT will be in Monday. I will be glad to get those # into the equation. Tom
Edit. . my engine # is just above the TSB. thanks for the info

TVKilgore, I assume you know the impeller is supposed to be off-center in the chamber to the point of touching one side, which is the way it was designed in order for it to work properly. But it does sound like if the drive shaft is off center with the hole it comes through, then the bearing is probably messed up and would definitely make it weak.

No Sir, did not know that and have never seen a pump designed that way. I did not look at the new one because I did not want to disturb the seal. (My luck it would leak)
The drive shaft was definately against the side and if it was centered in its hole then the impeller would be centered in its hole too so I just don't understand. If you do, please explain Thanks Tom
P. S. I am going to see if the Dodge dealer will give my another one under warranty ( I doubt it since I replaced it)and if they won't I will go back to Cummins of Mobile and let them school me on it.
