2nd Gen Non-Engine/Transmission ABS Oddities

I am relatively new to diesels & seeking advice. I have ended up with a Hybrid HX35/40 turbo. My question is this: On a 1998 215hp 12 valve with an air intake and exhast as the only mods so far, for a daily driver & some towing moderate to heavy trailers, would a #11 fuel plate be a good combination for this turbo? I do not want high egt's or lots of black smoke, just a good pulling daily driver.

I ran the 11 for a long time. Safe power for towing. Think it works well with the hybrid also. Then I went to a 10, then clutch, then yadayada.
