I have a 92 Ram B-150 Van. The cigarette lighter does not work unless the ignition switch is in ACC position and or when the ignition switch is in the run position. So I guess the USB port is the same way?
What about the 120v inverter does it only work when the ignition key is in the on position?

I found out by accident that the usb charge port is hot all the time too and I don' think that is mentioned anywhere in the owners manual.

Mine (USB charger) is only hot for 10 mins after turning off the engine. Moving the fuse only affected the round cigarette lighter style socket on mine.

Didn't affect the USB.
