Archived 1690 code, Limp mode, 1999 Model, Help!!

Before the truck was brought in. It had 2 injection pumps in a row, 1 ecm, 1 map sensor. The guy "SAYS" the key is in right & it is the right number, Map voltage is ok, iat sensor voltage is ok. Anybdy seen this before?

What is the MDH of the truck???

I am having some theiorys on the 2nd gen trucks. The MDH is on the lower side of the sticker on the door. It might be an electrical problem in the harness?
