Engine/Transmission (1994 - 1998) Automatic transmission issue?

I have a 1994 Ram 2500 4x4 with a 5. 9L Cummins and 5spd transmission. It is low on power, has white smoke and makes a popping noise. The popping and white smoke are worse when the motor is cold. What is wrong?
 
Sounds to me like the gear on the injection pump has slipped and the injection timing is off. Or there is something wrong with the pump it's self.
 
I would suggest going to the buyer's guide listed on the TDR home page and look at the common problems of the 12V 2nd generation. Take a low cost approach,dealing with the chronic problems associated with the fuel system. It is possible that you are getting air into your fuel. First make sure that your fuel pump heater hasn't burned up causing a leak through its power connector. This is easy to check by removing it and installing the fuel filter bowl without it. After you have eliminated the chronic problems as the cause then look deeper. Most of the parts needed to correct the chronic problems are available through Geno'e Garage.
