Hello, got a 1998 12v that's not starting. I changed the starter first as it already had some issues before. That didn't work. The accessories don't work, and when I pulled and worked the wires the heater started back up. Then tried starting truck, it made a big click noise and everything went off again. Tried working the wires again but nothing. The relay for the starter clicks when key is in start position. So there is power there. Is this is common issue? I've already replaced an entire fuse panel in the 2003 dodge cummins as it had light issues. That I can pull right out and inspect everything but the 1998, everything is wired together and not removable.

I was also told there is 3 junctions somewhere in the truck that could cause all kinds of problems and one is under the power seat. Anyone know where the other 2 are?

Any ideas are appreciated, thank you.

There's 12 volts in one spot and 8 volts in another. When I pulled the starter/accessories fuse, the dash shut off. When plugged back in, the dash lights came back on. But still no start. Had a mechanic come in with tester and he checked all the grounds, and wires. He's said so far everything checked out and there is no reason for the truck not to start.
 
8 volts T the relay is bad. Fix that before going further. You should have no volt drop to the relay or out of it
