1st Gen Fuel Solenoid Wiring Question

I'm troubleshooting a no start problem on the 91/85 Ramcharger in my signature. I have good clean diesel to the fuel filter. Looking at the fuel solenoid I notice two wire connections with a wire on each. Isn't there supposed to be just one wire to the solenoid? The cold start valve is missing its wire. I suspect one of the wires on the solenoid is supposed to connect to the cold start valve, question is which one? Neither one looks like it will reach the cold start valve. One is blue with white strip the other is blue. Does anyone know which wire goes where?
