2nd Gen Non-Engine/Transmission Very hard steering when stopped

My new 2000 truck, 2nd owner, was driving around and heard strange noise, front right caliper hitting inside of rim. took apart and bolts are in place but caliper jumped out of bracket. in first picture is the drivers side untouched. notice very little contact to keep caliper in place.
2nd pic shows caliper allmost same contact which caused caliper to pop out and rub rim. is I loosen the bolts on the right side the caliper sits in the bracket better, not great, but better. bolts are straight. appears to have factory calipers, brackets. nothing aftermarket I can see. have any ideas as to why so little contact of this setup?

My first thought was caliper warped. Never saw that happen before. with bolts out of caliper, it lines up, but when I start bolts, and tighten, caliper goes out of alignment. Bolts aren't bent. Looks like pads sort of new, cant tell if calipers were recently replaced. Ever seen a caliper warp?
