The instrument cluster circuitry restricts the oil pressure gauge needle operation in order to provide readings that are consistent with customer expectations. Each time the cluster receives a message from the PCM or ECM indicating the engine oil pressure is above about 41 kPa (6 psi) the cluster holds the gauge needle at a point near the middle increment within the normal range on the gauge scale.

The needle on my gauge will make what is approximately a 20-30 psi swing depending on temp and rpm. It is no where near what the actual is but it "looks" like it is reading a data stream that has been smoothed and altered to take out the extreme highs and lows.

Not sure because I don't know how to test some of these new sensors that use a reference voltage and either milliamp or resistance changes to simulate a range.

An OBD-II scanner will not be permitted onto the network to read the PCI bus. I know because I've tried to do it.

Thats the question, is it the right scanner and are the readings valid. It may or may not indicate a problem.

How do you test the overflow valve have similiar issues with an 03 just torqued the tubes and runs a little better but still won't start without either. Want to check overflow than guess it is time to pull injectors.

That valve has nothing to do with NO start or long start condition... . If you tempter with it and block the lube holes in addition to your start problem you will have HP injection problem to boot $$$.

Pull the banjo bolt from the top of the PRV, move the line out of the way and capture the diesel from it into a container.

Clean the PRV well out with carb cleaner and blow dry. Once you start the engine there should be no diesel entering the well and it should stay dry.

If it doesn't the seat is etched and it won't seal. Doesn't mean that sthe starting problem but it will affect over all rail pressure.

I have replaced both the oil pressure sensor and the over flow valve. My dad used the same scanner on a 2006 dodge cummins and it read oil pressure on that truck. I used the torque specs for the tubes injectors and all fuel related items from the dodge repair manual. We purchased a manual from dodge. I replaced both of my batteries last year but I havent replaced the starter. Im going to try the injector test her in a few days and see if it is a injector. I did replace them but as everybody knows you still can get bad ones from the factory. I bought them from the local dodge dealer.

Thank you everybody for the responses. It's nice to know there is so many people who actually care when you have Problems. CUMMINS RULE!!!

Even if this is true, it wasn't reading actual oil pressure because the oil pressure "sensor" is just a switch. What I'm saying is, if it were reading something that was like oil pressure, the number wasn't real.

But I find it very strange that this scanner was able to read something for oil pressure on one truck, but not yours.
