I know that this is probably a dumb question, but how is the emergency brake cable adjusted?

I have a 2003 with manual transmission. The emergency brake pedal used to have a fairly short throw to engage the emergency brake when parking. Now the cable has stretched or the brake has worn, and now the pedal goes almost all the way to the floor. In addition, when the emergency brake release is pulled, the pedal no longer returns to the fully upright position. This results in the micro-switch that runs the brake light to stay open so my brake light would stay on all the time if I did not physically lift the brake pedal up while pulling on the release.

There is quite a bit of slack in the emergency brake cable when disengaged, and there looks to be an adjusting nut along the frame rail under the B pillar.

Is this where the adjustment needs to occur, and if so, how tight do I make the cable? I assume it would need to be adjusted when the emergency brake is disengaged. Also, what is the best way to tighten the nut. It looks pretty corroded, and I'm not sure I'd be able to break it loose.

Any advice?

Thanks
