2003 Flash-Chargeable?

Is it typical for a dealership to charge ($129. 00) to flash the '03 diesels to improve gas mileage? The truck is under warranty. I had my '04 flashed and I didn't get charged. I told my buddy about it and he took his '03 in and wanted $129. 00.
