MPG dropped from 20 to 15. I have heard a whine apparently from engine compartment since I've had the truck. Recently, I noticed that the pitch will instantaneously change from high pitch to low pitch and back or even no pitch. My amateur assessment is that it's turbo related. Could it be gaskets or hoses, or is it a sign the turbo has gone bad?

Naturally, it will have to be something expensive.

It could well be a boost leak that you need to find, but you should definitely check the turbo itself for end play a well as oil leakage past the seals. You can check for end play by removing the large black elbow/hose between the air filter and turbo. Note that some axial (side) play is normal on these turbos as long as their is no blade to housing contact. ANY end play (in/out) on the turbine shaft is indicative of a need for a turbo rebuild.
