The horns on my 2007 are not working, they haven't since we purchased it last spring. I removed the fender well liner and got into the horns, the wiring going to both horns has no voltage on either terminal. I jumped the horns straight to the battery and neither makes a sound so I figure the horns are toast. What else could the horns have taken with them when they went out?

Take a voltage measurement on the cable while someone hits horn. If you have voltage you're probably fine. If you don't your TIPM may be toast.
 
Thanks, I'll try that with the wife hitting the horn button tonight.
Don't guess the TIPM horn relay can be replaced if need be, that would be too easy.
I can't understand why Chrysler couldn't have just left the fuse and relay panel alone like it is on the late second gens.
 
I took the readings with a meter, have 10 volts with the horn button released and 12 volts when horn button is closed. This is between both leads in each connector.
Does anyone know what the TIPM uses as internal switches? Relays or Triacs or???? Don't know if the 10 volts at rest is good or bad. I guess I'll know when I get the new horns.
On another note, I've been reading on the TIPM saver that were built by the TDR member has anyone figured out what fuse/relay panel he was using? I've found a Bussmann (15303 series) unit that looks promising.

Do not use a volt meter,it takes a few amps to blow the horns,a dvom needs next to none to show voltage.Using a test light will be faster and the brightness will tell you the amperage is available.
 
Pin #1 should read 10.4V, it will throw a code if to high or to low.
Ignition ON:
Disconnect both connectors at horns, using a scope on a rope (aka a test light) connect test light to Negative post on battery. Probe #1 on horn connector wiring, actuate horn. Light should illuminate brightly and flash on & off.
Checking horns
Ignition OFF:
Disconnect both connectors to horn.
Connect a jumper wire directly from battery Neg to ground terminal on horn.
Momentarily jumper 12 volts to the other terminal. Horns should work.
Checking Ground ckt. Key off.
Using test light hooked directly to Positive battery.
Probe #2 on horn connector, test light should illuminate brightly. If not, bad ground ckt.
There could be DTC stored for this too.
 
I used a test light the other night between the leads in the horn plugs and could get it to light up with the horn button. I've already tried jumping the horns to the positive and negative on the battery with no noise.

I think they were SSR, solid state relays.
I think the voltage readings were fine.
When using test light to check, the test light will be dim when horn button is Off and bright when is ON, if the relay is good.
