After reading the manual a couple of times I'm confused as to how the brake is supposed to operate. It seems like the book says when it's on and you let off the throttle it comes on. Mine comes on but shuts off @ 35MPH. or 25 in 3rd. gear or lower. It's also intermittent sometimes it comes on after tapping the brake and sometimes not. It's probably something obvious I'm doing incorrectly. On my 04 I had a B&D brake and when it was on it stayed on until you applied throttle again. Thank you for any advice.

I believe it only works when the engine rpms are over 1100. The brake loses effectiveness as the rpms drop and the computer uses 1100 rpms as the turn off point.
 
And something to do with your torque convertor being locked. Sounds like it is working right to me. If you put it in tow/haul, it is more aggressive about slowing your speed.

Also, perhaps sometimes you are putting it in the "ON" position and sometimes you are putting it in "AUTO" position. I don't really pay much attention to the EB, I put it in "ON" every time I get in the truck.
 
When I had my 2010, I ran T/H with the exhaust brake 100% of the time. The brake would remain engaged all the way down to 2nd gear when the convertor would no longer be in lock up, about 18-20 mph. Loaded or unloaded.
 
In the 2011's it is either on or off depending on button selection, I try to run within it always on just turn it on after start up or during grid plate warmup, helps the engine to warm up and is supposed to keep the turbo cleaner.

At idle you will hear a difference in the exhaust tone, more of a whistle when its on. I think this is one feature I may miss more than the cummins if I went back to a gasser.
 
A few of things I've noticed.

1. Since I added a tuner the exhaust brake stays on when I push the button for it to be on. Even when I shut the engine off and restart.

2. In snowy conditions in 2wd, letting the exhaust brake work can be 'exciting'. 4wd no problem.

3. To keep the EB engaged, I need to downshift manually (auto trans) before the rpms reach a low of 1100 as (KenHwy61 said). If I don't the EB disengages and I can't get it to reengage.

Loving the exhaust brake. :)
