2013 manual transfer case hard shift

I have a 2013 tradesman 68rfe . with Manual transfer case. Shifting from 2 wd into 4 H is no problem.
Shifting to 4 Low is difficult , actually closer to darn near impossible.
Have tried neutral, park, engine off, engine on.
Haven't tried while moving slowly yet. Every now and then it goes in but I don't know what I did special or if I just got lucky.
This has been the case since I got the truck and only have 4K on it now.

Is this typical or is there a secret I don't know??

Rolling 2-3 mph, trans in neutral, foot off brake, wheels straight. The driveline needs to be unloaded. Alternative is forward to rev, then as described prev.
