Like JG mentioned.....About your only option to gain the clearance that you need is to raise the trailer. Of course that is after you dropped then pin as low as it will go and raise the pin hitch as high as it will.
 
I have the same issue, but my fifth wheel axle is --\__#______#__/-- In this crude representation, the # is the leaf spring already on top of the axle. The spindles are above the level of the axle. Am I correct in thinking that I have to do one of the following: have blocks installed between the leaf spring and axle, have a sub frame built above the shackles or just get a straight axle where the spindles are inline with the axle?
 
I think I would go with the axle change. What ever your present axle drop is will be the amount your trailer will raise.. Then you will have to decide if you want an under slung spring mount axle or an over slung....( I THINK ???) Someone will correct me if I'm wrong for sure !!
