Engine/Transmission (1998.5 - 2002) 3 Key Cycle Code Read??

I've seen in here where people say to cycle the key on and off three times to read engine codes. What year's, models is this applicable for, and what are some detailed instructions. start in off position or on? does the od have to be on regular, or trip? I can't make it work.



I do have acces to a Toyota Scan tool in which I can conclude that I have the 1693, but nothing else. the guys at Advanced Auto (here anyway) aren't too bright. , the couldn't read the codes. They had to ask what engine my truck was, if it was Auto or manual and if would be classified as a Jeep, or a Dodge. This is while he was in my Truck Ohl well.
