12-valve 3000 GSK-What`s wrong????

Installed 3000 gsk and have a #-10 plate-problem is that the engine wants to continue to increase in rpm`s form an idle to ?-runaway. is the gov. lever not adj. correctly. had the plate out before putting in the gsk. help!!!

May need to adjust the GSK springs a bit more.
