Engine/Transmission (1998.5 - 2002) 4 Wheel Drive out

My 4 wheel drive is not engaging when i operate the shift handle. im thinking its likely the vacuum system but wanted to ask how to best go about diagnosing the problem and then correcting it.

joe--on top of the transfer case is a hose cluster--it may not be plugged in or maybe it rotated(clocked) wrong---that's the first thing to check--it's accessible from the drivers side----chris
