while pulling a 6000 lb. trialer up a mountain this weekend. , the trans shifted to 2nd, the rpms were at around 3000, then jumped to 3400. i slowed to get the rpms down. on the next hill, the repeated the downshift, but this time it stayed at 3000 rpms... but seem to start cutting off and on for a brief time. was this the rev limiter or what?

next hill i manually placed it in 2nd, kept it at 3000 rpm, all seemed normal.

The 48RE is a good transmission if you drive right. One should shift down or use the tow/haul mode when you feel that it is working too hard. Constant shifting up or down should be your indication that it needs help from you to shift sometimes manually.
 
As for the difference between rpms, I think you were in lock up and for some reason it unlocked, which would explain the sudden increase in rpms.
