48RE Transmission gear hunting 1st-2nd

Under light throttle (slow speed parking lot driving), the transmission has started to jump between 1st and 2nd. Sometimes it will shift back and forth 4 or 5 times in a few seconds time. I know it isn't good, but any idea mechanically or electronically what might be causing it? Fluid is good, up to proper level, changed regularly, have transmission gauge, never tow heavy with it. Mine does the same thing, and has from day one, so I thought it to just be the nature of the beast. I find it most annoying when I pull out and, rather than tromp on it, I sort of let it get rolling then tip into the throttle, I can feel it have to make a backshift then a quick upshift. My driveway goes up to the street, and when I creep up it I can feel it go through the upshift/backshift cycle up to six times. When I think of it I just pull it into first gear to avoid it.
