I asked the owner of an awesome Dodge shop why he didn't do the 5-star thing. It turns out that it's very expensive for a dealer to "buy" the 5-star label, and not at all difficult to pass the inspection. It wasn't worth it to him at all; He gets plenty of business (new & repeat) as it is, and 5-star wouldn't be a wise investment.
My point is that 5-star can also be a way for a lousy dealership to "look" good. Therefore I wouldn't use 5-star as any criteria for excellence. It's just (expensive) marketing hype.
So probably the best way to respond to a Sales/Service guy mentioning that they're a 5-star dealership is to ask them:
"Really? What are you hiding?"
