They were also using nitrous, but made good power without it. I don't recall all of the differences between non-intercooled and intercooled VE pumped 6BTs but most of the power recipe should be applicable.
You will need injectors to get that kind of power. For reference, my 91. 5 with 50 hp Bully Dog's, #16 turbin housing, turned up pump, stock intake and exhaust minus the muffler runs 263 hp/708 trq at about 28 psi boost.
not lying, I made 398hp (spike but a realistic 370) on arron Rudolf's (Rudy's) dyno in my 90 non I/c with stock fuel pin rotated 90* afc and smoke screw bottomed out and full power screw on the edge of runaway timing bump and hx35 with stock gov spring and injectors and a fuel tank full of heating oil (good old fashioned high sulfur #2) but melted a piston later that week grossing way over 20k without gauges pulling hills 80mph on the interstate without thinking
Just turning up the pump and changing to a 16 housing makes a huge drivability improvement. He may be satisfied going that rout and save a ton on less driveline carnage
