Engine/Transmission (1994 - 1998) 95 odessa pusher no power taking off

my bud just got a 1995 odessa diesel pusher with allison four speed with 98,000 miles. i think it has the 175 hp motor. it has no power taking off,but will run 78 mph at 2700 rpm once it gets going. we will check fuel filter,air filter,and exhaust. what else could cause the problem.

How's the boost? For a stock 175hp you would expect around 20 psi max boost. Also check the AFC hose. It runs from the turbo over to the injection pump. and controls the amount of fuel related to the boost.
