I just changed my cartridge type fuel filter on my '97 engine this weekend. When I removed the old filter I could swear the big o-ring was on top of the filter (I could be wrong), but the new filter (Fleetguard) has the o-ring stuck under the top lip on the filter so that's the way I installed it. The manual does not show an o-ring on top of the filter. Is the under-the-lip location the correct place for the o-ring? I see no fuel leaks, but it could be sucking air. Truck is running fine.

Its possible that it was installed the previous change incorrectly, however, I would think it would suck air. Maybe it was stretched and pull off when the filter canister was dropped down.

For the drop in cartridge, you would have the large "o ring" around the filter cartridge in the plastic recess, which would assist sealing to housing and base, also an o ring approx. 5/8-3/4's in diameter around the spud that is drawn up inside the filter base recess.

As I installed it, the large o-ring would seal the lip of the filter to the removeable portion (bottom) of the filter housing. However, there is probably enough o-ring hanging off the side of the filter to seal the bottom to the top too. I guess that is the way it goes. The old o-ring was loose and not stuck to the filter when I removed it so that is why I am uncertain as to it's original position.
