Engine/Transmission (1998.5 - 2002) 98.5 Burning Oil

Ok guys so I had my motor rebuilt approximately 7,000 miles ago. Since then my truck has been burning oil and I can't figure out where it is going. New turbo so that's not the problem. Oil is coming out of the breather and covering the under side of the truck. More oil is burnt when on the highway and holding the RPM's steady near 2,000. Zero blow by at start up and a slight haze after its warm (nothing major). So the question is Piston Rings or Valve Seals?....or not broke in since the rebuild? Oil consumption is probably near 3/4 of a gallon per 1,000 miles. Not as bad when I'm not on the highway. What is going on??????????
 
First off, why and how was it rebuilt?

If you are getting blow by (not a seal leaking that is covering the underside) then it is either you rings or valve seals - I'd lean towards your rings.

If you are positive that you have no leaks, then do a cylinder compression and leakage test.
