Engine/Transmission (1998.5 - 2002) poor fuel mileage

Either in removing or replacing my starter in the last week I managed to dislodge the rubber protective boot over the fuel pump primer plunger. I suspect it was yesterday when I replaced the starter. I looked down from the top and saw a white plastic piece I'd never seen before. Turned out to be the priming plunger w/o the rubber boot.

I looked on the ground under the truck, on the top looking down and every other place in between, nothing. It HAS to be somewhere stuck in some crack on the left side of the engine but I'll be darned if I can find it.

When I at local Cummins dealer today getting 1/0 cable I had them look up the boot. They show nothing. I even looked at the screen and there was nothing on the fuel pump page showing it was a separate item. It's included with $89 fuel pump. I don't blame them, they are great people to deal with and very accommodating. Treat me the same as the guy spending thousands a week.

If it is a Cummins part can someone ***t a part #. Otherwise will it hurt to leave it off? If it will where can I get a new one one?
