2nd Gen Non-Engine/Transmission 99 2500 brake problem

My buddy has a 99 2500 and the driver side brake locks up all the time. He has already replaced the rotor once and then had to have it turned again not even a year later. I also told him to adjust the rears by hand because the adjusters don't work. It especially locks up in the mud or on slick pavement,and only the driver side. Any help would be greatly appreciated.

Does it pull under braking? Has he checked the other side? I assume you're talking that the front driver side is locking up? I suspect there may be an issue with the other side not braking as strong as the driver side. More info would be helpful
