99 ctd 24 valve cranks, but won't start

Truck has accesory power in cab and cranks over but when you turn the key to run the dash flashes the airbag light and milage on and of but when you turn the key to start everything goes off and it cranks. Also the pdc fuse block underneath the hood makes a buzzing noise with the key on until i pull the ads relay and then it stops. Got a new ads relay and that didn't help any suggestions?

Hope your problem is not the same one I had. I discovered that if I cranked it for 20 seconds (I know, it seems like a lifetime) the check engine lightt came on. It took a vp44 (injector pump) to fix mine. Good luck.

Might the fuel system need to be primed? Open the two pipe fittings on the top if the fuel filter (when you bump the key this will pump fuel out and purge the air) open the fittings as they go into the valve cover on cylinders 1,3,4 open them a number of turns and the fuel should spray out if primed. close them down if there is lots of fuel coming out, and do them individually. ) The key should go to start which you should turn the engine over, then come back to run cct. If it starts to turn over and stops part way through ( not sure) If it turns over and not start there is a problem with the fuel selonoid. Do you have lift pump pressure and or does the fuel check valve stuck open and by passing fuel. Sould be set at 14 lbs I think. Hope this helps if not I do have more info.
 
Check the main power bolt under the pdc (With batteries disconnected of course) I bet that the main power lug is loose. The vibrations of the cranking engine are probably causing intermittent powr. I seem to remember a tsb on this.
