My '98 and my Dad's '95 were exactly the same. Pull the inner fender liner out. Remove the battery trays, cables, ground wires, A/C lines, and the bolts holing the bracing under the hood on the fender. Remove the headlight and turn signals as well. Remove all the bolts across the top and from the core support. Now the fun part. The outt fender is sopt welded to the inner fender. If you bought factory fenders I think they come as one piece but the aftermarket fenders come seperate. I took the air chisel and cut all the spot welds (close to 50 IIRC) and seperated the inner and out fenders. The hardest part is the flat area near the core support and that is a solid weld there that holds the two together. After I fit and lined the new fender up and held it steady with a few bolts I welded the new outter to the old inner fender. Put everything back on and replace the inner fender liner.
 
I have a 99 FSM, if you are not in a terrible hurry I could copy the inst. and send via USPS. I tried to scan it and can't get a good readable picture. bg
